Collective Bargaining Agreement
The Collective Bargaining Agreement (CBA) is the labor contract between the Department of Justice's Office of Justice Programs (OJP) and AFSCME Local 2830. The CBA outlines the rights and duties of management, AFSCME Local 2830, and OJP Bargaining Unit Employees (BUEs). It also includes various provisions to protect OJP BUEs' rights, including but not limited to:
- Position Classification
- Merit Promotions
- Reassignments
- Performance Evaluations
- Overtime and Compensatory Time
- Leave
- Alternative Work Schedules
- Transfer of Functions and Reorganizations
Most importantly, the CBA includes grievance and arbitration procedures. These provisions allow BUEs and AFSCME Local 2830 to file grievances for claimed violations, misinterpretations, and misapplications of any law, rule, or regulation affecting conditions of employment and any breach of the CBA.
