AFSCME About Our Wins

AFSCME Local 2830 has advocated for better working conditions at the Office of Justice Programs (OJP) for nearly five decades. While we still have much work to do, some significant accomplishments include the following:

Grievances and Other Actions

  • Filed Unfair Labor Practices with the Federal Labor Relations Authority (FLRA).
  • Worked with management to improve the performance rating system.
  • Advocated for various OJP policies that include telework requirements and employees working remotely.
  • Advocated for an employee shuttle for the new office space OJP moved to in the fall of 2024.
  • Assisted multiple employees with obtaining Reasonable Accommodation.
  • Filed numerous Union Grievances and grievances on behalf of BUEs regarding various labor-management issues (e.g., scheduling, office spaces/moves, suspensions, reorganizations, realignments, etc.).
  • Filed several Office of Inspector General complaints.
  • Represented employees with Equal Employment Opportunity complaints that included Alternative Dispute Resolution.
  • Assisted several BUEs with whistleblower disclosures.
  • Partnered with other Department of Justice Unions to file formal actions.


Negotiating Collective Bargaining Agreements

Negotiated multiple Collective Bargaining Agreements, the labor contract between OJP and AFSCME Local 2830.

Strengthening Our Foundation

  • Developed the AFSCME Local 2830 online form for employee inquiries and requests for assistance.
  • Issued weekly bulletins, monthly factsheets, and newsletters, including the annual "State of the OJP Union Report."
  • Facilitated brown bag informational sessions.
  • Developed a website to inform members about OJP labor-management issues and partnership with AFSCME District Council 20 and AFSCME International.

Membership and Recruitment

  • Facilitated community service opportunities, such as laying wreaths at Arlington National Cemetery.
  • Sponsored labor and organizing events, such as a commemoration program for the 1968 Sanitation Strike in Memphis, Tennessee. 

Labor Award

  • Established a labor award after former Local 2830 President Elaine Snyder for a Bargaining Unit Employee (BUE) and/or group of employees reporting labor-management issues adversely impacting working conditions that led to formal action. To date, we have given out over 20 awards.
